Investment
Adopting RCS requires a significant investment in infrastructure, software, and training. This investment may not be seen as worthwhile by some carriers, especially those who have already invested in other messaging technologies.

Fragmentation
The implementation of RCS can vary significantly from carrier to carrier, which can make it difficult for carriers to offer a consistent user experience. This fragmentation can also make it difficult for carriers to interoperate with other networks.

Competition from Other Messaging Apps
Popular messaging apps like WhatsApp and iMessage already offer advanced features and functionality that are similar to what RCS offers. This means that carriers may not see the benefit in investing in RCS when there are already established messaging solutions available to consumers.
